How to internationalize Beijing and its culture became a question the city government encountered and took into account during its development. To that end, the Beijing municipal government has made unremitting efforts. From the previous “Tenth Five-Year Plan” (from 2001 to 2005) to the “Eleventh Five-Year Plan” (from 2006 to 2010), the establishment of an international metropolis has been the government’s development goal, and many remarkable achievements in economy, culture and diplomacy have been made.
