Approved by the State Council of China, the Seventh China Arts Festival is sponsored by the Ministry of Culture and undertaken by the people's government of Zhejiang Province. The blueprint for the Seventh China Arts Festival goes as follows:

Part 1: Guiding principles and purpose of the festival

1. Guiding principles: Guided by the theories of Deng Xiaoping and the "Three Represents", the Seventh China Arts Festival is to serve the people and socialism, adhering to the guideline of "Let a hundred flowers bloom, and let a hundred schools of thought contend". The festival is set to promote and popularize the brilliant Chinese culture while taking in the cultural essence of foreign countries.

2. Theme: to carry forward advanced culture and inspire the national ethos.
Tenet: a feast of arts and a festival for the people.

3. Purpose:

1) To exhibit zeitgeist

The Seventh China Arts Festival will represent the zeitgeist of creativity and exertion as well as the national spirits such as unity and solidarity, independency, love for peace and unceasing struggle.
