The Shanghai Spring International Music Festival was first held in 2001 after the official launch of Shanghai Spring Music and Dance Month, which was established in the 1960s, with the Shanghai International Broadcasting Music Festival, which was initiated in the 1980s. The annual event is held in Shanghai.

The festival has the theme of Peace, Friendship, Blending and Harmony . Activities are composed of performance of new talents and new works, Shanghai regional Mass Chorus Invitational Tournament, the awarding ceremony of Golden Chime Award and the show of winning programs, the national radio DJ contest, celebration performance of Chinese and foreign music and dance, international academic seminar, joint performance of regional new folk music, the appraisal and awarding ceremony of the top ten songs in the Oriental List, and the international expo of music and video products. The festival sets up a Golden Chime Award for competing programs.

Up to 2002, the Shanghai Spring International Music Festival had been successfully held twice. The third one is to be held in Shanghai in May 2003.
