Cultural Agreement Between the Government of the Grand Duchy of Luxembourg and the Government of the People's Republic of China
The Government of the Grand Duchy of Luxembourg and the Government of the
People's Republic of China (hereinafter referred to as "the Contracting
Parties"), desirous of further strengthening friendly relations and promoting
exchanges and cooperation between their two countries in the sphere of culture,
have decided to conclude the present Agreement, the provisions of which are as
follows:
Article 1
The Contracting Parties, in accordance with the principles of equality and
mutual benefit, shall promote extensive exchanges and cooperation in the fields
of culture.
Article 2
The Contracting Parties agree to cooperate in the sphere of culture, art,
science, education and sports, and promote exchanges of personnel and materials
and documents. Therefore the Contracting Parties shall take the following
measures:
(a) Implementing exchanges in the field of education and providing quota of
scholarships and other facilities where necessary; (b) Exchanging visits and
lectures of professors, researchers, academic lecturers and technicians in
mutually interested sci-tech fields of the two countries; (c) Facilitating
the admission of scholars and researchers into libraries, museums and other
cultural and scientific institutions; (d) Encourage exchanges in the fields
of art and culture, especially exchanges of performances, speeches, concerts,
exhibitions and visits; (e) Exchanging athletes, sports experts and sports
teams; (f) Encouraging the exchange of juvenile activities; (g) Exchanging
books, magazines, periodicals, films, audio-video materials and other cultural,
educational, art and scientific publications; (h) Encouraging the attendance
by professors, scholars and experts of each other's country at multilateral
international academic meetings, congress, etc, on culture, education, art and
science organized or held in the other country.
Article 3
The Contracting Parties shall agree on appropriate measures via consultation
and provide favorable conditions for the realization of the targets included in
Article 2.
Article 4
The Contracting Parties shall encourage institutions and organizations to
which the two countries belong to cooperate in the field of culture. The
above-mentioned institutions and organizations shall first cooperate through
diplomatic approaches.
Article 5
With a view to implementing the present Agreement, the Contracting Parties
agree that the annual executive programs, the implementing measures of these
programs and the expenses for the cultural exchanges shall be agreed on
separately.
Article 6
The Contracting Parties, in accordance with their respective conditions,
shall appoint relevant institutions and organizations to make, coordinate and
implement exchange programs decided on the basis of Article 5 of this Agreement.
Article 7
This Agreement shall enter into force on the date when the Contracting
Parties finish implementing their respective legal procedures and inform each
other of it. The Agreement shall remain valid for a period of five (5) years.
Thereafter it shall be automatically renewed for successive periods of five (5)
years unless either Contracting Party requests its termination by written notice
to the other served at least six (6) months prior to the date of expiration.
Done in Beijing on September 28th, 1979. In duplicate in Chinese and French
languages, both texts being equally authentic.
