Cultural and Scientific Agreement Between the Government of the Polish People's Republic and the Government of the People's Republic of China
The Government of the Polish People's Republic and the Government of the
People's Republic of China (hereinafter referred to as "the Contracting
Parties"), desirous of strengthening friendly relations and with the belief that
cooperation in the fields of culture and science shall enhance the understanding
between the two countries and enrich their respective traditional culture, have
decided to conclude the present Agreement, the provisions of which are as
follows:
Article 1
The Contracting Parties, in accordance with the principles of equality and
mutual benefit, agree to promote exchanges and cooperation in the fields of
culture, art, science, education, the press, broadcasting and television, public
health, sports and tourism.
Article 2
The Contracting Parties shall promote exchanges and cooperation in the fields
of culture and art, including literature, publications, fine arts, music, opera,
cinema and art institutions as well as associations of originators:
(a) Exchange of writers, artists, art educationists and cultural activists
for visits, study tours and attendances at art competitions, art festivals and
other cultural activities; (b) Exchange of performing tours of professional
and amateurish art troupes and artists; (c) Exchange of cultural and art
exhibitions; (d) Reciprocal staging of opera and musical works of the other
Party; (e) Cooperation between film institutions of the two countries,
exchange of film shows, attendances at film festivals, and reciprocal visits of
film workers and experts in the field; (f) Cooperation between publishing
houses, translation and publication of outstanding works of culture, art and
sciences of the other Party's country; (g) Cooperation in training literary
translators; (h) Friendly cooperation between cultural institutions and
associations of originators.
Article 3
The Contracting Parties shall support and promote the exchange and
cooperation between museums, cultural relics preservation institutions,
libraries and archives, and the exchange of professional magazines, books and
files.
Article 4
The Contracting Parties shall support and promote cooperation in the field of
science, especially basic sciences, natural sciences, technical sciences,
biological sciences, medical sciences and social sciences:
(a) Reciprocal visits and study tours of scholars, science workers and
experts for exchange of experiences and collaboration on researches; (b)
Exchange and publication of monographic scientific works and scientific corpuses
by scholars of the two countries; (c) Expansion of direct cooperation between
academies of sciences, research institutions and organizations of sciences.
Article 5
The Contracting Parties shall support and promote cooperation in education,
higher education and vocational education:
(a) Reciprocal visits, study and lecture tours as well as experience
exchanges of scholars, experts and teachers; (b) Exchange of personages for
studying in the other Party's country; (c) Direct cooperation between
colleges and universities and science research institutions; (d) Lectures in
its own colleges and universities on language, literature, history and geography
of the other Party's country, and exchange of consultation and help on these
aspects; (e) Establishment of majors of Chinese and Polish, and therefore
exchange of language teachers; (f) Mutual recognition of certificates,
diplomas, degrees and professional titles awarded by the other Party's country
in accordance with relevant agreements; (g) Exchange of cooperation on
teaching and materials.
Article 6
The Contracting Parties shall support and promote cooperation in the fields
of public health and social welfare between the two countries, exchange
experiences on public health and advanced training of medical cadres, and
collaborate with each other on researches.
Article 7
The Contracting Parties shall support and promote exchange and cooperation
between new agencies, newspapers and journalist associations of the two
countries, and the exchange of journalists, news materials and news photographs.
The Contracting Parties shall support and promote their respective reports on
social and economic achievements, politics, economy, science, culture and life
of the other Party's country.
Article 8
The Contracting Parties shall support direct cooperation between broadcasting
and television between the two countries, the content of which shall be
prescribed in other separate agreements by the Ministry of Radio, Film and
Television of the People's Republic of China and the Committee of Radio and
Television of the Polish People's Republic.
Article 9
The Contracting Parties shall support and promote contacts on athletic sports
and tourism, including exchange of athletes, coaches, tours and competitions,
and cooperation between sports institutions.
Article 10
The Contracting Parties shall support activities between China-Poland
Association for Friendship and Poland-China Association for Friendship.
Article 11
The Contracting Parties shall support activities of commercial institutions
engaged in cultural exchanges.
Article 12
The Contracting Parties shall support the attendances of scholars and
representatives of relevant departments implementing this Agreement at
multilateral and international congresses, meetings, get-togethers, completions
and other activities held in the other Party's country.
Article 13
With a view to implementing the present Agreement, the Contracting Parties
shall discuss and draw periodical cultural and scientific exchange programs and
fiscal provisions between the two countries.
The Contracting Parties agree that the supervisory authorities of all fields
included in this Agreement, in accordance with their needs and possibilities,
shall draw their respective periodical exchange programs and fiscal provisions
by signing direct agreements.
Article 14
The cultural cooperation agreement between the Polish People's Republic and
the People's Republic of China signed in Warsaw on April 3rd, 1951, shall be
terminated on the date when this Agreement enters into force.
Article 15
This Agreement, once approved, shall enter into force on the date when the
two Parties exchange their approval letters.
This Agreement shall remain valid for a period of five (5) years. Thereafter
it shall be automatically renewed for successive periods of five (5) years
unless either Contracting Party requests its termination by written notice to
the other served at least six (6) months prior to the date of expiration.
Done in Beijing on September 30th, 1986. In duplicate in Chinese and Polish
languages, both texts being equally authentic.
