The Government of the Kingdom of Belgium and the Government of the People's Republic of China (hereinafter referred to as "the Contracting Parties"), desirous of strengthening friendly relations and with the belief that the two Parties' cooperation in the fields of culture, education and science shall enhance understanding between the two countries, have decided to conclude the present Agreement, the provisions of which are as follows:

Article 1

The Contracting Parties shall take the following measures for promoting cultural cooperation between the two countries:

(a) Holding reporting conventions, exhibitions, art performances, sports performances and juvenile activities, exchanging publications, translating literary works, and facilitating the mutual understanding of culture between people of the two countries via broadcasting, television, film and other means of publicity;
(b) Facilitating direct contacts among delegates in the spheres of plastic arts, literature, opera, music, film, broadcasting and television, sports, juvenile and adult tasks, and libraries;
(c) Encouraging cooperation between art institutions, sports schools, libraries, museums, theaters and other cultural institutions;
(d) Facilitating the exchange of students between art institutions and sports schools via providing scholarships to each other;
(e) Encouraging the attendance of their respective personages at seminars, forums, exhibitions, competitions and cultural experts meetings organized by the other Party.

Article 2

The Contracting Parties shall promote cooperation in the field of education:

(a) Encouraging the exchange of professors and researchers between institutions of higher learning, museums and research centers, and facilitating their admission into libraries and archives in accordance with respective regulations of the two countries;
(b) Facilitating the exchange of students between colleges and universities by providing scholarships;
(c) Facilitating the exchange of educational experiences of all levels, therefore providing educationists with visits and study tours to the other Party's country, and exchanging information on educational structures, methodologies and policies;
(d) Discussing the possibilities of equal recognition of diplomas and certificates awarded by each other's country.

Article 3

The Contracting Parties shall promote scientific cooperation between the two countries:

(a) Facilitating direct contacts between scientific institutions, graduate schools and research centers;
(b) Encouraging exchanges between senior personages and other experts of scientific institutions;
(c) Providing scholarships to ensure the exchange of researchers;
(d) Exchanging scientific publications of specialized fields;
(e) Holding scientific lectures, forums and seminars.

Article 4

With a view to implementing the present Agreement, the Contracting Parties shall establish a standing mixed committee with no more than eight people. Each Party shall send the same number of people divided into two groups to form the committee, or say, China Group and Belgium Group. The committee shall hold plenary meetings once every three years, and the chairman of each meeting shall be occupied in turn by the two Parties. The meetings shall be held in turn in China and Belgium to draw fiscal provisions of the working plans and the executive plans.

Experts can be invited by the standing mixed committee for cooperation.

Article 5

The expenses for implementing this Agreement shall be settled through consultation by the standing mixed committee prescribed in Article 4.

Article 6

This Agreement shall enter into force on the date of signature and shall remain valid for a period of five (5) years. Thereafter it shall be automatically renewed for successive periods of five (5) years unless either Contracting Party requests its termination by written notice to the other served at least six (6) months prior to the date of expiration.
