Cultural Agreement Between the Government of the Republic of Moldova and the Government of the People's Republic of China
The Government of the Republic of Moldova and the Government of the People's
Republic of China (hereinafter referred to as "the Contracting Parties"),
desirous of strengthening friendly relations and promoting exchanges between
their two countries in the sphere of culture, based on the importance of culture
on enhancing people's relations and the wish of cultural workers of the two
countries, have decided to conclude the present Agreement, the provisions of
which are as follows:
Article 1
The Contracting Parties, in accordance with the principles of equality,
mutual benefit and mutual understanding, agree to encourage and support
exchanges and cooperation in the fields of culture, education, social science,
public health, sports, publication, the press, broadcasting, television and the
cinema between relevant institutions of the two countries.
Article 2
The Contracting Parties agree to implement the following exchanges and
cooperation in the sphere of culture and art:
(a) Holding Cultural Day in each other's country; (b) Exchanging
performing tours of professional and amateurish troupes and artists; (c)
Exchanging visits of writers and artists; (d) Exchanging cultural and art
exhibitions; (e) Exchanging invitations for attendance at art festivals,
competitions and other international cultural activities held in their
countries; (f) Encouraging direct cooperation between art troupes and
cultural associations of the two countries.
Article 3
The Contracting Parties agree to implement the following program of exchanges
and cooperation in the field of education:
(a) Promoting the exchange of visits, study and lecture tours by teachers,
scholars and experts; (b) Providing the quota of scholarships to each
other's students according to needs and possibilities; (c) Discussing the
possibilities of signing an agreement on recognizing each other's certificates,
diplomas, degrees and professional titles awarded by the other Party; (d)
Promoting and supporting the establishment of direct contact and cooperation
between colleges and universities of the two countries; (e) Encouraging and
supporting direct cooperation on purchase and exchange of textbooks and other
educational books and materials between the educational institutions of the two
countries; (f) Encouraging the attendance by scholars or experts of each
other's country at international academic meetings held in the other country.
Article 4
The Contracting Parties agree to promote cooperation between sports
organizations of the two countries including the exchange where possible, of
athletes, coaches and sports teams to each other's country for friendly visits
and competitions and for exchange of techniques.
Article 5
The Contracting Parties shall support cooperation on cultural relics
preservation between relevant institutions of the two countries, and encourage
exchange and cooperation between museums and libraries of the two countries.
Article 6
The Contracting Parties shall implement exchanges and cooperation in the
fields of the press, broadcasting, television and the cinema.
Article 7
The Contracting Parties agree to implement the exchanges in the fields of
social sciences including the exchange of visits and lecture tours by social
scientists and exchange of relevant materials.
Article 8
The Contracting Parties shall encourage and support direct exchanges and
cooperation in the fields of medicine and public health.
Article 9
With a view to implementing the present Agreement, the Contracting Parties
shall sign annual executive programs and settle expenses for cultural exchanges.
Relevant authorities of each Party, based on this Agreement, shall sign
cooperation programs in relevant fields through diplomatic approaches.
Article 10
This Agreement shall enter into force on the date of signature and shall
remain valid for a period of five (5) years. Thereafter it shall be
automatically renewed for successive periods of five (5) years unless either
Contracting Party requests its termination by written notice to the other served
at least six (6) months prior to the date of expiration.
Done in Beijing on November 6th, 1992. In duplicate in Chinese and Romanian
languages, both texts being equally authentic.
