Cultural Agreement Between the Government of the Republic of Venezuela and the Government of the People's Republic of China
The Government of the Republic of Venezuela and the Government of the
People's Republic of China (hereinafter referred to as "the Contracting
Parties"), desirous of strengthening friendly relations on the basis of
equality, mutual benefit, respecting each other's sovereignty and independence
and no interfering in each other's interior affairs, hence promoting exchanges
and cooperation between their two countries in the sphere of culture, have
decided to conclude the present Agreement, the provisions of which are as
follows:
Article 1
The Contracting Parties, in accordance with their respective laws, agree to
promote exchanges and cooperation in the fields of culture, art, education,
public health, sports, the press, broadcasting, television and the cinema.
Article 2
The Contracting Parties encourage contact and exchanges between institutions,
schools of higher learning, museums, libraries, art troupes and artists, writer
associations and other cultural institutions of the two countries.
Article 3
The Contracting Parties agree to implement the following programs of
exchanges and cooperation in the field of culture, art and education:
(a) Reciprocal visits of writers, researchers, educationists and lecturers
for relevant activities and researches on their mutually interested
topics; (b) Reciprocal visits of artists and art troupes and exchange of
experiences; (c) Exchange of art and book exhibitions; (d) Exchange of
film shows and techniques of film-making; (e) Reciprocal visits of students,
experts and cultural staff for training, internship and advanced studies; (f)
Translation and publication of outstanding works of literature and art by the
two Parties' relevant publishing organizations in accordance with their
respective publication plans; (g) Exchanges of publications, audio-video
materials and other cultural and educational materials, for the purpose of
spreading each other's history, culture and cultural relics and hence better
understanding of each other.
Article 4
The Contracting Parties shall promote cooperation between sports
organizations of the two countries including the exchange where possible, of
athletes, coaches and sports teams to each other's country for friendly visits
and competitions and for exchange of techniques.
Article 5
The Contracting Parties shall promote the exchange and cooperation between
broadcasting and television stations of the two countries, and the exchange of
cultural and tourism programs, as well as reciprocal visits of broadcasting and
television experts.
Article 6
The Contracting Parties agree to implement this Agreement via periodical
executive programs in which exchange projects, fiscal provisions and respective
liabilities of the two Parties shall be included.
Article 7
The Contracting Parties, in accordance with their respective laws and
regulations, shall provide entry and exit facilities to objects, publications,
teaching materials and art materials needed when implementing this Agreement and
periodical executive programs.
Article 8
Contradictions possibly arose from explaining and implementing this Agreement
or periodical executive programs shall be solved through diplomatic processes.
Article 9
This Agreement shall enter into force on the date when the Contracting
Parties begin implementing the legal procedures of their respective countries
and inform each other of it. This Agreement shall remain valid for a period of
five (5) years. Thereafter it shall be automatically renewed for successive
periods of five (5) years unless either Contracting Party requests its
termination by written notice to the other served at least six (6) months prior
to the date of expiration.
If this Agreement is terminated, programs already signed based on the
Agreement shall be implemented as planned and scholarships already provided
shall continue to the date of expiration.
Done in Beijing on November 1st, 1981. In duplicate in Chinese and Spanish
languages, both texts being equally authentic.
