Agreement on Cultural Cooperation Between the Government of the Islamic Republic of Iran and the Government of the People's Republic of China
The Government of the Islamic Republic of Iran and the Government of the
People's Republic of China (hereinafter referred to as both sides), desirous to
consolidate the existing amicable relations and cooperate in cultural,
educational, art and sport fields, have agreed as follows:
Article 1
Both sides shall endeavor to enhance cultural, scientific and technical
relations between the two countries in accordance with the principles of mutual
respect for sovereignty and non-interference in each other's internal affairs
and on the basis of reciprocation and observance of mutual interests.
Article 2
Both sides shall encourage cultural, scientific and technical relations in
the following fields:
(a) Cooperation between the universities and educational and research
institutes of the two countries; (b) Exchange of information and publications
in the fields of literature, art, philosophy, religion, archaeology and
history; (c) Exchange of expert and researcher in cultural, educational and
art fields with a view to conducting studies in the specialized fields of
interest to both sides; (d) Effective encouragement of exchange between the
two countries in the fields of movie and TV films; (e) Arrangement of mutual
visits of the art groups and art exhibitions; (f) Arrangement of mutual
visits and competition of sport teams.
Article 3
Both sides shall facilitate, in accordance with their government regulations
and their abilities, the exchange of professors, teachers and researchers
recommended by either government.
Article 4
Either side shall, as much as possible, encourage the teaching of the other
side's language in its universities.
Article 5
Either side shall, within the framework of its laws and regulations, provide
the necessary facilities for the nationals of the other side, who are introduced
for conducting specialized studies in universities, colleges, libraries, and
museums of that side.
Article 6
Both sides shall mutually encourage the granting of scholarships.
Article 7
Both sides shall, through official channels and within the framework of their
relevant regulations, take the necessary measures for the enhancement of
cooperation in the fields of radio-television, establishment of the offices of
their news agencies or appointment of resident correspondent in each other's
capital.
Article 8
Each side shall, in compliance with its state organizations, assign to an
executive organ the preparation, coordination and the follow-up of the
implementation of the exchange programs. Either side shall assign the relevant
section of its embassy that is to be in charge of maintaining contact with the
introduced organ.
Each side can, when necessary, propose to the other side to hold a joint
session with a view to studying and discussing on the progress of the cultural
exchanges between the two countries.
Article 9
Exchanges provided for in the present agreement shall be implemented on the
basis of the principle of reciprocity.
Article 10
The present agreement shall, after the implementation of the rectification
formalities in accordance with the internal laws of either side, enter into
force as of the date of the issuance of the last announcement by either side.
Article 11
The present agreement shall be valid for five (5) years, renewable
automatically for successive periods of five (5) years unless either Party
requests its termination by serving a written notice to the other Party six (6)
months prior to the date of expiration.
Done in Beijing on September 13, 1983. In Persian, Chinese and English
languages, all three texts being equally authentic. In case of divergence in the
interpretation of the present Agreement, the English text shall prevail.
