Cultural Agreement Between the Government of the United Republic of Tanzania and the Government of the People's Republic of China
The Government of the United Republic of Tanzania and the Government of the
People's Republic of China (hereinafter referred to as the "Contracting
Parties"), with a view to strengthening friendly relations and promoting
exchanges between the countries in the sphere of Culture, bearing in mind the
purpose and provisions of the Agreement of Cultural Cooperation between the
Government of the Republic of Tanganyika and the Government of the People's
Republic of China signed on December 13, 1962, conclude an agreement between
themselves, the provisions of which as follows:
Article 1
The two Contracting Parties agree, in accordance with the principles of
equality and mutual benefit, to promote exchanges and cooperation between the
two countries in the fields of culture, education, science, health, sports,
publication, the press and broadcasting.
Article 2
The two Contracting Parties agree to have exchanges and cooperation in the
field of culture and art in the following ways:
(a) Exchange visits of writers and artists; (b) Exchange performing tours
by groups of artists; (c) Hold exhibitions on culture and art in each other's
country; (d) Promote of culture and art as an industry.
Article 3
The two Contracting Parties agree to undertake the following program of
exchange and cooperation in the field of education:
(a) Exchange of visits and study and lecture tours by teachers, scholars and
specialists; (b) Grant scholarship to each other's students according to
needs and possibilities; (c) Facilitate the establishment of direct contacts
and cooperation between institutions of higher learning of the two
countries; (d) Encourage the exchanges of textbooks and other materials
between the educational institutions of the two countries; (e) Encourage and
facilitate the attendance by scholars or specialists of each other's country at
international academic meetings held in the other country; (f) Encourage
training of technicians.
Article 4
The two Contracting Parties agree to translate and publish outstanding works
of literature and art of each other's country, and exchange books, magazines and
other materials on culture and art.
Article 5
The two Contracting Parties agree to strengthen contacts and cooperation
between sports organizations of the two countries. They shall send, according to
needs and possibilities, athletes, coaches and sports teams to each other's
country for friendly visits and competitions and for the exchange of techniques.
Article 6
The two Contracting Parties agree to exchange experiences in the fields of
modern and traditional medicine and public health.
Article 7
The two Contracting Parties agree to undertake exchanges and cooperation in
the fields of the press, broadcasting, television, the cinema, as well as
exchanging visits and study tour by officials of the ministries responsible for
the above fields.
Article 8
The two Contracting Parties agree to undertake program of exchange in the
field of the social sciences including the exchange of visits and lectures tours
by social scientists and relevant materials.
Article 9
The two Contracting Parties agree to promote cooperation between libraries by
exchanging materials and staff.
Article 10
With a view to implement this agreement, the two Contracting Parties shall
formulate an executive program. The expenses involved in implementing such
program shall be agreed upon separately.
Article 11
The two Contracting Parties shall settle any problems, dispute or differences
between them under this Agreement through mutual negotiations, and/or diplomatic
channels.
Article 12
Any modification or addition to this Agreement shall be made by written
consent of the Contracting Parties.
Article 13
This Agreement shall enter into force upon signature and shall remain valid
for a period of five (5) years; it shall be renewable automatically for
successive periods of five (5) years, unless either Contracting Party notifies
the other in writing, through diplomatic channels, of its intention to terminate
the Agreement, at least six (6) months prior to the expiry of any one period.
Article 14
The Agreement of cultural cooperation between the Government of the Republic
of Tanganyika and the Government of the People's Republic of China signed on
13th December, 1962, expires immediately from the date when this Agreement comes
into force.
Done in Dodoma on April 30th, 1992. In two original
copies in English and Chinese languages, both texts being equally authentic.
