Cultural Agreement Between the Government of the Socialist People's Libyan Arab Jamahiriya and the Government of the People's Republic of China

The Government of the Socialist People's Libyan Arab Jamahiriya and the Government of the People's Republic of China (hereinafter referred to as "the Contracting Parties"), desirous of strengthening cooperation between their two countries in the sphere of education, culture, science, the press, sports and art, and enhancing friendship and understanding, with the principles of equality and mutual benefit, mutual respect and no interference in the other Party's interior affairs, have decided to conclude the present Agreement, the provisions of which are as follows:

Article 1

The Contracting Parties shall encourage fruitful cooperation in the sphere of culture, science, education, art, the press and sports.

Article 2

The Contracting Parties shall endeavor to establish cooperation between relevant institutions of the above-mentioned fields. Therefore, the two Parties shall encourage reciprocal visits of professors of colleges and universities, scholars, lecturers, researchers and teachers for scientific researches and lectures, and exchange of opinions and experiences.

Article 3

The Contracting Parties shall provide scholarships to each other's colleges and universities according to needs and possibilities, and provide facilities for students sent by the other Party.

Article 4

The Contracting Parties shall discuss the necessary conditions for mutual recognition of diplomas and degrees awarded by colleges and universities of the two countries.

Article 5

The Contracting Parties shall encourage the establishment of contact between archeologists and the cooperation between museums and historic and cultural relics museums in accordance with present laws and regulations of the two countries.

Article 6

The Contracting Parties shall encourage exchange in the following aspects:

(a) Exchange of books, presswork, magazines, publications and materials of science and culture;
(b) Translation into their respective mother languages of works of scientific, cultural and artistic value;
(c) Exchange of films and videos in accordance with programs of relevant departments of the two countries.

Article 7

The Contracting Parties shall encourage the holding of art and cultural exhibitions as well as Cultural Weeks, the reciprocal visits of folk art troupes, opera troupes and other art organizations, and the attendance at get-togethers of art, literature and culture.

Article 8

The Contracting Parties shall encourage cooperation and exchange between institutions of the press, film, opera, art, radio, television and news agencies of the two countries.

Article 9

The Contracting Parties shall encourage cooperation between printing, publishing and libraries of the two countries.

Article 10

The Contracting Parties shall encourage reciprocal visits of delegations of culture, the press, juveniles and sports, and cooperation between relevant institutions in these fields.

Article 11

The Contracting Parties shall sign executive programs of this Agreement.

Article 12

This Agreement shall enter into force on the date when the two Parties begin implementing their respective legal procedures and inform each other of it.

Article 13

This Agreement shall remain valid for a period of five (5) years. Thereafter it shall be automatically renewed for successive periods of five (5) years unless either Contracting Party requests its termination by written notice to the other served at least six (6) months prior to the date of expiration.

Done in Beijing on August 11th, 1985. In duplicate in Chinese and Arabic languages, both texts being equally authentic.
