Cultural Agreement Between the Government of the Republic of Togo and the Government of the People's Republic of China
The Government of the Republic of Togo and the Government of the People's
Republic of China (hereinafter referred to as "the Contracting Parties"),
desirous of strengthening friendly relations and promoting cooperation between
their two countries in the sphere of culture, on the basis of respecting each
other's sovereignty, equality and no interference in each other's interior
affairs, have decided to conclude the present Agreement, the provisions of which
are as follows:
Article 1
The Contracting Parties, in accordance with the principles of equality and
mutual benefit, agree to promote exchanges and cooperation in the fields of
culture, education, public health, sports, publication, the press, broadcasting,
television and the cinema.
Article 2
The Contracting Parties agree to implement the following exchanges in the
field of education:
(a) Promoting the exchange of visits and lecture tours by teachers,
researchers or experts; (b) Providing the quota of scholarships to each
other's undergraduates.
Article 3
The Contracting Parties shall encourage the exchange of friendly
performances, artists and craftsmen and the exchange of relevant materials,
train talents on art and craftsmanship, hold exhibitions of artistic works,
exchange friendly visits and interview tours, and provide aid on cultural
equipment.
The Contracting Parties shall facilitate the publication and translation of
books, brochures, magazines and other materials.
Article 4
The Contracting Parties shall encourage the exchange of films, photos,
materials, videos and recordings, for the purpose of better understanding
between the two countries, especially on such occasions as National Day and
other historic festivals.
Article 5
The Contracting Parties shall endeavor to promote exchanges and cooperation
in the fields of sports and juveniles between the two countries:
(a) Encouraging the exchange of visits of sports officials and athletes and
the training of coaches; (b) Encouraging the exchange of visits and
experiences of juveniles.
Article 6
With a view to implementing the present Agreement, the Contracting Parties
agree to make annual cultural exchange programs on the basis of respecting each
other's present laws.
Article 7
Fiscal problems arose from implementing this Agreement shall be settled on
the basis of equality. On special occasions, the Contracting Parties shall
negotiate and settle separately.
Article 8
This Agreement shall be temporarily valid on the date of signature and shall
enter into force when the Contracting Parties begin implementing the legal
procedures of their respective countries and inform each other of it. This
Agreement shall remain valid for a period of five (5) years. Thereafter it shall
be automatically renewed for successive periods of five (5) years unless either
Contracting Party requests its termination by written notice to the other served
at least six (6) months prior to the date of expiration. The Contracting Parties
can modify or amend this Agreement after negotiation.
Done in Beijing on September 27th, 1981. In duplicate in
Chinese and French languages, both texts being equally
authentic.
