Cultural Agreement Between the Government of the Republic of Rwanda and the Government of the People's Republic of China
The Government of the Republic of Rwanda and the Government of the People's
Republic of China (hereinafter referred to as "the Contracting Parties"),
desirous of strengthening cultural and scientific contacts and promoting
friendly relations and better understanding between their two countries, have
decided to conclude the present Agreement, the provisions of which are as
follows:
Article 1
The Contracting Parties, on the basis of their respective constitutions and
laws and in accordance with the principles of respecting each other's
sovereignty, equality and no interfering in each other's interior affairs, agree
to promote mutually beneficial exchanges in the fields of culture and science.
Article 2
The Contracting Parties, in accordance with their needs and possibilities,
agree to promote cooperation in the fields of science, higher education,
professional training, public health, literature, art, the cinema, broadcasting
and television, the press, sports and tourism, and exchange of experiences and
achievements.
Article 3
The Contracting Parties agree to promote the exchange of students. Therefore,
either Party shall provide each other the quota of people and scholarship,
according to needs and possibilities, for students sent by one Party to study in
schools and research centers of the other Party.
The Contracting Parties, on the basis of respecting each other's current
laws, shall recognize diplomas and degrees of professional and higher education
awarded by the other Party's country.
Article 4
The Contracting Parties shall encourage teachers and scholars of their own
country to teach, lecture and do researches in the other Party's country.
Article 5
The Contracting Parties agree to exchange experiences in the fields of
medicine and public health.
Article 6
The Contracting Parties shall encourage their people to know about the
culture of the other Party's country. Therefore, the two Parties shall exchange
visits of philharmonic societies, troupes and artists, hold concerts, art
exhibitions and lectures, and facilitate the sale of cultural and scientific
films.
Article 7
The Contracting Parties shall encourage the exchange of publications on
science, education, medicine, technology, culture and art between academies of
sciences, college libraries and other scientific, art and cultural institutions
of the two countries.
Article 8
The Contracting Parties agree to provide the best conditions for the
translation and publication of works of science, education, public health,
literature and art of each other's country, including books, brochures and
magazines.
Article 9
The Contracting Parties agree to promote cooperation in the fields of
broadcasting and television in the form of exchanging broadcasting and
television programs, music, recordings, newsreels and science and educational
films.
Article 10
The Contracting Parties shall encourage cooperation between sports
organizations of the two countries for organizing friendly competitions and
other sports activities.
Article 11
The Contracting Parties shall encourage and facilitate tourism since it plays
an important role in learning about people's life, work and culture of other
countries.
Article 12
The Contracting Parties, in accordance with their respective laws and
regulations, shall encourage the establishment of relations in the fields of
culture and science between folk organizations of the two countries.
Article 13
The Contracting Parties agree that the annual executive programs and the
expenses for the cultural exchanges in line with this Agreement shall be agreed
on separately.
Article 14
The expenses for implementing this Agreement, at the absence of relevant
special agreements, shall be settled in accordance with the principles of mutual
benefit and their respective fiscal conditions.
Article 15
This Agreement shall enter into force on the date when the Contracting
Parties begin implementing their respective legal procedures and inform each
other of it. It shall remain valid for a period of five (5) years. Thereafter it
shall be automatically renewed for successive periods of five (5) years unless
either Contracting Party requests its termination by written notice to the other
served at least six (6) months prior to the date of expiration.
The rights and interests of all beneficiaries shall not be terminated until
the end of the year when this Agreement is terminated.
This Agreement is amendable at either Party's request.
Done in Beijing on May 11th, 1983. In duplicate in
Chinese and French languages, both texts being equally
authentic.
