Investment in Cultural Infrastructure and Cultural Projects up in 2002

In accordance with the spirit of Document No 7 [2002], governments at all levels have intensified their input into cultural infrastructure project construction in 2002. The number of fixed-asset cultural investment projects (as well as cultural heritage) reached 972 -- 154 more projects than last year and a planned investment of 23.92 billion yuan -- up 970 million yuan (a 4.2-percent increase on a yearly basis). Planned construction will cover 4.397 million square meters. This year, final investments totaled 3.09 billion yuan -- up 270 million yuan (an 8.1-percent increase on a yearly basis). Government investments stood at 1.97 billion yuan, accounting for 63.8 percent of the total amount; 260 projects were completed using government investment, covering a construction area of 1.08 million square meters.

In 2002, 100 million yuan in subsidies granted for the construction of 215 grass-roots cultural projects throughout the country actively promoted the establishment and development of the country's cultural infrastructure. The number of cultural projects reached 715 -- 264 more than last year (a 58.5-percent increase on a yearly basis). Planned investment stood at 2.43 million yuan, up 1.828 billion yuan (a 10-percent increase on a yearly basis). Planned construction will cover 3.683 million square meters -- up 447,000 square meters (a 13.8-percent increase on a yearly basis). Planned investment totaled 3.609 billion yuan, up 1.417 billion yuan (a 64.6-percent rise on a yearly basis). Government investment stood at 1.6 billion yuan, accounting for 44.3 percent of the total planned investment; finished investment stood at 2.4 billion yuan, up 476 million yuan (a 21-percent increase on a yearly basis). The final investment accounts for 0.14 percent of the total amount in the country's infrastructure construction, leveling that of last year. Among the cultural infrastructure projects, the number of projects related to public libraries stood at 155, accounting for 16.1 percent of the total; and the total construction area accounts for 19.2 percent of the total. Government investment accounts for 7.6 percent of the total investment in those projects and the final investment accounts for 14.9 percent of the total. The number of cultural center projects stood at 114, accounting for 15.9 percent of the total; the total construction area accounts for 6.5 percent of the total; and the final investment accounts for 3.3 percent of the total. The number of finished projects stood at 150, down by 10 on a yearly basis. Finished construction stood at 739,000 square meters -- a reduction of 330,000 square meters and down 4.3 percent on a yearly basis. The decline in the number of finished projects and construction area can be attributed to the fact that many projects were put on the agenda only in the past two years and they are still in the preparatory process; the jump in the number of cultural projects, total planned investments and total finished investments are a product of the continuously intensifying input from the government.

The government has invested over 100 million yuan in many cultural projects, including the new Suzhou Museum, the reconstruction of the Zhejiang Museum of Fine Arts and Shenzhen Book Center, etc. The country has invested over 50 million yuan in 36 projects, 19 of which had an investment of over 100 million yuan, including the China National Theater, first-phase reconstruction of the China  National Museum of Fine Arts, the Beijing Haidian Theater, Liaoning Arts Center, Hangzhou Theater of Zhejiang, etc.

Finished projects with an investment of over 100 million yuan include the Shanghai Museum, Zhejiang Art Institution, Fujian Museum, etc.
