China smoothly passed the "first year after her accession to the WTO". The GDP exceeded 10 trillion yuan, an increase of 8 percent, and the comprehensive national strength hit a new height.

In the spring of 2003, the first session of the 10th National People's Congress and that of the 10th Chinese People's Political Consultative Conference were held in Beijing, electing a new generation of leaders of the Chinese Government.

The first half of 2003 has seen a good start of economic and social development. However, the outbreak of the SARS epidemic in most provinces, autonomous regions and municipalities has inflicted negative impact upon China's economy. Facing the severe situation, the Chinese Government and people won the initial victory over the epidemic through hard struggle, maintaining a sound and fast economic development momentum.

The storage of water, opening to navigation and generation of electricity of the Three Gorges Water Control Project on the Yangtze River have enabled the Chinese people to fulfill the 100-year dream of "building the vast Three Gorges Reservoir with dark-blue limpid waters hemmed in by towering, lush-green mountains." The key projects of China's Western Development, such as Qinghai-Tibet Railway and "China's gas pipelines from the west to the east" have been going along smoothly.
