 The then General Secretary of the CPC Central Committee Jiang Zemin put forth this important thought of "Three Representations" while on an inspection tour in Guangdong. The idea refers to "It [the Communist Party of China] represents the development trends of advanced productive forces；it represents the orientations of an advanced culture；it represents the fundamental interests of the overwhelming majority of the people of China."

To create a stable economic environment for national development, the slogan "To construct a socialist harmonious society" was first put forward during the fifth plenary session of the 16th Central Committee held in 2005. Later on, this concept became popular among people in China.
