In the traditional Maoist organization of the rural economy, peasants were given a quota of crops to produce, which hindered the development of the productive forces. Under the responsibility system adopted in 1982, peasants were given drastically reduced quotas. The food they grew beyond the quota was sold on a free market at unregulated prices. This delivered instant success, quickly causing one of the largest increases in standards of living for such a large number of people in such a small period of time.
